can this be replaced?

I'm not sure if it's called weather stripping or chinking or what have ya but it's dry rot and shrunk, where in the world can I get some more. I also included pice of the window and the last owners idea of a quick fix.


Not sure you can see it but all the rubber has been removed and calked back in with some kind of latex crap
