Cut off the top skin, then chisel or sand or grind the rest of the bad wood out, then seal up any holes or cracks. Here you have a few choices, go back with a wood core, a composite core or use something like seacast or arjay. Then you epoxy the top skin back on and then glass where you cut it and fair it all in.
