			You only need the NY one if you're gonna be fishing in NY waters... So the quick, short answer is no, you don't need it.  Barnagat Bay waters are in the middle of NJ.  (Although there are so many NY'ers here during the summer that you might think it's part of NYC) And the reason you need the license is because NOAA decided that they had the power to create a National Salt Water Fishing Registry in order to more accurately measure fish stocks... (cough-bull****-cough) and the price for the mandatory registration is $25 each per year. (talk about a money grab).. However, if your state already has a salt water fishing license then you're exempt from the Federal one... So NJ created the Free NJ State registration as a way of sparing the people of NJ and our visitors from paying for the Federal one. (Way to go Gov. Christie  )
