It certainly will, foam holds mositure and rots tanks and stringers. Seabird also built an exact copy of the V20, a friend had one. Powered by an unreliable 155 OMC, it sat several inches deeper in the water and ran so much smoother than my V. It turns out that every inch below the floor was filled with late 60's vintage foam and totally saturated. The extra weight made the boat ride very smooth, but soon became an unusable piece of junk. Keeping the bilge area dry is very important. Foam makes that impossible.
