Reason being I believe the HO produces around 218 prop hp, and 200 is the max rated.
On my boat, with the bimini off, prop'd just right, 1/4 tank, it might run 55 mph.

Remember mine is a V-20--My 88 is rated at 235hp-and about the only time I see those speeds is on the lake or the last 1/2 mile coming in off the ocean before the marina--And the wind makes a difference for sure on the speeds--but I would not give up the top for anything--it just completes the boat in my Opinion.
