What kind of motor? Older Mercury's don't pee until they have warmed up, although the water still comes out the exhaust port.

Also the water pickup tube may not be lined up right. On my johnson there is a 2 foot copper tube that runs water up to the power head and mine was doing the same thing then I found out that I had missed the powerhead with the tube. Also, make sure the grommet at the top of the pickup tube doesn't get rolled as you put it in. I use dish soap to make it slide in easier.

I did a replacement impeller on a Yamaha 80 4-stroke. It went together real smooth but would not pump water. The dealer gave him the wrong impeller, it was the wrong diameter. No wonder it went together so easily. You never know.

When I first installed a WP on my Yamaha, it was pumping great,then went down to a trickle. I pulled the lower unit off ran down to show the Yamaha Tech and he said nothing was wrong. Reinstalled the lower unit, put on the ear muffs turned on the faucet, pumped good and started to loose presure again. Turned out my wife was doing a load of wash in the washing machine.
