Alright, it looks like there use to be a Mariner Plate on the Tilt cylender, but it is not eligable.
There are 3 diffrent stickers in the engine with bar codes, the 1st one reads:
7150412ET 2/3
Nitro - MA 150L (2.0:1) 1996
could that be it?

If I'm not mistaken the number you are looking for on a "96 should read like this.
OG303046
Look for a plate or sticker with the first two letters "OG"
The last six digits are usually year and serial number.

Those #'s are for 20-30hp motors.

I don't know if this helps or not, but Bigshrimpin posted this link in the links section:

http://www.warnersdock.com/Modelyearlookup.htm

There, concerning Mariners it says, "Mercury/Mariner does not code the model year into the model number or serial number. The model year is determined by the first serial number sold during the model year. Example: Merc 115ELPTO with serial OT123456 could be 2001 and OT123457 could be 2002."
