Default Trim/Tilt question

Hi all, I am starting to get my boat ready and I noticed when I lift my 85 140 Johnson from the full down position it comes up the first time only. the second time I hear a gear spinning sound, if I wait a minute it will then come rite up. seems like its taking time for the fluid to get back. am I on the rite track here ?

I removed the fill plug aand the fluid was full rite to the top . I put the plug back and tried it again. It worked fine 4 times in a row. I will say that I did notice a little blurp of air escape about 5 seconds after removing the plug.
