3.7 alternator conversion

I hooked up a new alternator conversion from Wagner Products but now my voltage is all over the place from 12 volts battery voltage to 15.5 to 15.9. They show in the directions joining the two leads of of the original water cooled voltage regulator to the single output lead from the new alternator. I've gone over almost all my connections in the charging system to see if I had a bad connection somewhere but found nothing. Does anybody have any ideas?
