Transom Seal/Glass Question

So i've plugged my transom holes from the seadrive but found that I didn't fill with enough glass to make it completely even with transom outside by 1/32" to 1/16" or so.

Question is do I sand the area again and lay more glass or is it acceptable to mix up some resin with filler and use it like a bondo and fill in to make it as even as possible?

Wehn laying glass on glass you need to grind the glass right?
