Yesterday I took the motor back off, ground down the back of the transom cap, and bolted the motor back on. Everything works like it should now.
The cap looks like it has expanded and warped over the years, it was keeping the motor from fitting flush on the transom at the top. I sealed up everything w/ 5200 and am happy with the results. Next winter I might pull the motor again and completely remove the transom cap and glass the transom top, but for now, I am ready to fish.........well, almost anyway.
