Default heavy stern ?

I have a question about my 1982- V20 cc with a 155 hp Evinrude O/B. *We were anchored in the Delaware bay yesterday with seas 2-3 feet and 15- 20 knot winds with the bow facing the wind. *I had about 75 feet of rode out in 14 feet of water for a smoother ride which didn't help much . *With those conditions I would expect a little water to wash over the 20" transom but I was getting a lot of water which was back washing up on the deck through the deck drains . *I'm worried about transom rot from water getting under the aluminum cap. *I had a full tank of gas (60 gal = 360 lbs) , (2 batteries= 100 lbs) and my fishing buddy and I (400 lbs) on board. About 900 lbs total. *Also noted there was not any water in the bilge so that wasn't a weight factor. *Some of the waves were dunking the engine up to the engine cowling . *Is this normal ? Do I have a weight distribution problem? *Any help or ideas would be appreciated.
