It could only be the stators or powerpacks. I can not find a service manual locally. Can any one tell me what the testing proceedures are for the stators? I believe a stator must be bad.

Wouldn't stator affect spark to all cyls??...if bad on one side, I'd be lookin' hard at power-packs ;) ... those OMC power-packs go out quicker than a $5 Hooker...Not bashin' ...I had 'em B4, but it's a common problem... ;) ...

yeah stator affects all it will be other test the coils and the power packsjust because they are new doesn't mean they are good. take the plugs out hook to the coils and turn over check each for fire then take the bad ones and hook the wire from the powerpack to a different coil see it the problem follows then you know it's the powerpack. you can swap them see it the bad coil fires that way you have checked all. and and look under the flywheel make sure the magnets aren't loose and out of place.

Reading my manual it appears you have a cross-flow engine with the very basic ignition system. Do like SKOOLS said and swap the coil leads around and see if the problem follows the coil or if it follows the lead coming out of the powerpack. If you got spark to 2 cylinders your stator can most likely be ruled as good, which leaves your timer base and powerpack. If you've got a peak reading volt meter(must be a peak reading volt meter or an analog with the adaptor to test it) you can go through and check to see if you've got a charge coming out of all 4 leads on your timer base. But try swapping the leads or swap the coils from one side to the other.

Seems like I remember something, maybe the stator, being a 2 part item that you can lose half of? Been 10 years since I had a 2 stroke OMC but I had the same thing happen.
