If the ocean is rough enough to come over the back you really don't have much business out there anyway!
Then again, sometimes the day starts calm and ends rough. Best advise is to go with 25" transom. The second best advise is if you have a 20" transom, to build a splash wall between the splashwell and cockpit that is designed to keep the water out of the cockpit - much like a full transom. I originally had the 20" transom and would have built the splash wall if I had went with it. You really shouldn't have much to worry about with a splash wall IMHO.
