Federal angler registry to be in place by 2009

I was on a boat when the turtle excluders were controversial and seen the drowned trout, whiting, bass, croaker, flounder(well the list is all the fish caught) dumped overboard. One year the beach was littered with juvinile fish then I realized the draggers were to blame.
This is the only way I can describe them:
Hit dog hollers
He that smelt it, dealt it
(can't think of the rest) but basically look behind who is pointing the finger first.
They have blamed everyone for the decline of all the waters fish, crabs and shrimp. They blamed the castnetters for the shrimp decline saying the spawing grounds are being plucked dry.
Same thing for the crabs and now to come (it's already here) recreational fishing.
