I wrote our DEPT OF HS determined the voting was accurate - I wrote nothing about certifying anything .

That's exactly the same as saying they certified it. It is NOT their business to determine anything other than there was no outside interference with the voting. It is not their business to determine/say/certify/verify/guarantee/attest/validate/ratify/warrant/confirm/corroborate/substantiate/endorse//vouch for/testify to/provide evidence of/authenticate or any other verb you care to use that the voting was accurate.
It is ONLY their job to protect the voting from being interfered with by outside forces. PERIOD!!!.

It is NOT their job to state if or if not the election process was performed correctly. It is ONLY their job to insure the election was not interfered with from outside sources.

If you want to say that they stated the election was not interfered with I'll go along with that, but NOT whether or not it was performed properly.
