Is that 200 mounted to a bracket? Factory?
Dash mounted speedometers are notoriously inaccurate. Use a GPS for a much more accurate reading. I've hit 53 in the Hackensack River on a flat day, but I was going downstream at the time so I don't know how fast the current was. My COG was 53 but my COW was probably less. (It's a fairly slow moving river though).

The boat in the pictures is my V21. They (Wellcraft) put a "bubble" on the stern of the boat to hang the engine from. It's not a bracket, it's actually a factory made part of the transom. That's how they get to call the boat a V21 instead of a V20. Kind of like modern day boats with "Mediterranean" swim platforms molded in. The makers add 2 feet of swim platform molded in and get to call a 19 foot boat a 21 footer.
