pretty much any thinner works... have even used gasoline n atf before.... just need a thiner to carry the atf into the problem area

Just remember that no amount of oil or anything else can repair a badly rusted cable. It's a danger and should always be replaced. The last thing you want is for it to snap suddenly and you lose steering while at speed. That's an invitation for disaster.

The steering cable is not that old I think it's just that it's out side and we had a very bad winter , it just needs to be lubricated but I wasn't sure if it would be good to get penetrating oil in the cable between the cable and outer casing but I think it would be ok so I have to spend some time on it and oil the you know what out of it

I'm so friggin happy, I got the steering to loosen up pb blast in the tube and to all my friends who look at this do not put grease on the steering rod it hunks up and makes steering very hard It's good now cleaned it the best I could without removing the steering cable and used pb blast I'm a happy camper now, now I have to go fishing Happy 4 th and a safe one

Good to hear!
Something I do too that I think helps is keep the engine hard to port to keep the cable inside the steering tube when not in use or when anchored up and swimming, keeps the saltwater off. This also keeps the grease from dripping all over the transom.

Good advice I guess I'm not the only one who had that problem but after I shot it up with pb blaster and turned the wheel a couple of hundred times ( just kidding) she loosened up reel nice, can't wait to take her out Sunday , little things like that make me so happy!
