IMO it is best to put a layer of glass on the underside,just epoxy will likely crack over the years with the expansion and contraction of the ply. One layer of 1708 with Vinylester would be a good waterproof barrier.
Can't help you with the plate but i have seen links posted on this site in the past,try a search, or maybe someone else will chime in.
