The good thing about ball scuppers is they are easily cleared from inside the boat when debris prevents the ball from getting a good seal...I like the clean look of the ones you show, but would be concerned about a way to clear them if needed.
'79 was only 2nd yr Wellcraft utilized a self-draining floor deck and if I recall, the scuppers were through the transom...later migrated to the sides just ahead of the transom where my '84's are. Underwater or not will depend largely on where THEY put them and how much weight you put in the stern...batteries, 4-stroke motor, bait tanks, etc...you probably wanna do it now, but you also might want to consider getting her in the water, where realistically the water line is once weighted before you decide on which scuppers and whether you wanna keep 'em where Wellcraft put them...
