Short shaft and if I had smaller lakes with HP restrictions like I had I would go with the 9.9
If general boating, emergency get back home and trolling were my only concerns then a 15 HP for sure. My 9.9 pushed my 86 V20 Cuddy at 10 mph with a couple of guys on board. But that was not fighting any current or wind to speak of. I think a 20-25 would be ideal as long as you had a good quality bracket and the engine weight was not to much I had the 9.9 because a lot of lakes here in the peoples republic of NJ have restrictions.
