Not sure if the pedestal was originally through bolted and then boat assembled or what but mine were spinning....I drilled the heads off and let the bolts fall into the abyss never to be seen again and then filled the holes and rotated my new base and drilled new holes and used them fancy snap togglers that have been mentioned on here a bunch of times.

Rob's right on the money!!...That's about the way it'll go...togglers...and be sure you SEAL any new core wood that you expose when drilling new holes...pics of the job if you can...
