The 225 oughtta be good match...if you are not outboard proficient, have a good outboard tech check it out for you...lower-unit oil, compression, etc...

Seat depends on WHY it's loose..could be just a couple of screws loose or a rotted floor...suggest remove seat and check it out...if rotted floor, get owner to come down on price to cover repair...walk around all over floor to look for soft spots, then w/motor tilted up, apply your weight to the foot of the motor and LISTEN...if no noise, transom good...if snap-crackle-pop, then transom will need repair...
