Try PB Blaster, I've had really good luck with it. If all else fails, you can weld a small washer flat down to the leftover stud then weld a nut flat down to the washer. While its hot work it back and forth with light pressure until it gives up. If you can get hold of stud rods to weld the washer and nut onto the stud they really work great. Let us know how it goes! We remove broken off rusted bolts at work like this all the time.

I soaked it overnite & tried the visegrips,no good.i tried your trick.welded a 1/4 in.washer to the stud & then welded a 5/16 nut on to that.the bolt was stainless so it broke the first time, second try a success.i worked it back & forth with a lot of oil.great idea, thanks.

The EZ-Out method usually leads to a real mess on metal that's been around salt water, don't get trapped by that one. I like the "left hand drill bit" if you can get it centered well and have a steady hand. The flutes are reversed and the drill is run in reverse. When enough of the bolt is removed, it will typicall spin out stuck as the drill grabs. Just use the proper tap size drill and it will cut out enough of the bolt out to allow it to free up. I've also welded a hex nut to the protruding broken bolt and used a wrench to remove. The heat from arc welding helps break the frozen bolt loose too. Either one takes a steady hand.
