I envision putting two pedistal seat type bases on the bottom of the seat at a width that you could mount receivers in the front inside corners of the splashwell. This would allow for easy removal.

My other vision is to use a piano hing on the front of the splashwell lip and attach it to the seat so it can fold out of the way for motor tilting.

As for noise, you can cure that with a Johnzuki 4 stroke motor.
