Marine tex cost alot, i think i will use Gelcoat powder mixed with resin
An orbital sander like a 5 inch porta cable at lowes or HD would work fine for sanding. If it was me I would sand off the rest of the bottom paint and use a barrier coat type paint on the bottom. That way if you danaged the gel coat in anyway from sanding it will seal the fiberglass.
