Around here, they are bait stealers much like Pinfish.
Catch them on shrimp, squid or almost anything. They aren't necessarilly targeted but will do if nothing else is willing. We get to keep 25 daily and they got to be at least 8". (trying to find a picture to make sure that's what you're talking about) Found one
