 LOLtheres alittle more to it seems he Owns most of tilghman island , with resturants motels and hotels fishing boats etc...... thats why he says at the end if ya dont pay your bill hes gonna raise the bridge. the only way on and off tilghman island

That explains the Tilghman Island docking contests. They want to get in and out before he gets tham on the "Buddy Plan" with those boots on.
