Default Power loss 200 Mariner

Hey guys, just wanted a few opions on a problem I'm having. Took the V20 out last weekend...ran her for about 20 minutes @ 3200-3500 rpms. All of a sudden she died...sounds like fuel issue. Attempted to start over and over, would not start unless throttle was aplied in neutral, release throttle and she would drop to around 500 and die. Let her sit for about 5-7 minutes and she started right up...rough though. Just replaced the fuel pump so it isn't that. The previous owner recommended replacing the water pump, could a bad pump cause this loss of power. Also checking the tank vent. Thanks.
