The cavitation plate should be almost level to the bottom of the hull if your direct transom mounting without a prop pocket or step. If you have a bracket, then they say to go with the 12:1 rule. For every 12 inches back, you go 1 inch up. The thing is that almost all brackets come with that 12:1 built into them. This why the mounting pad for the engine is higher than where it mounts to the boat. Of course you can always run a surface piercing prop and then get the prop shaft running level to the bottom of the hull throwing the tail up for everybody.
