I don't think the first one is correct. If the card is used by anyone who is unauthorized to do so the card hold is not liable for the charges.

Here is another scam. Someone gets your card number some how and then calls you as if they are the card company. They say that they think some fraudgelent charges where made to the card and make up some items which where purchased with your card. You as they know will say they are not you charges and then they say they need to verify you have the card. They then get you to read those three number off the back and now they have all they need to charge away.
