If it has glossy spots then the gelcoat is probably fine. Go spend 20 bucks and find out. Get some good hull cleaner like On/off and some fiberglass wax and restorer. Clean it good and then wax a spot...It will brighten right up I promise u!

Gel coat is VERY tough...that "chalkyness" is just a sign of poor maintenance, not a bad hull.
