Maybe the fuel pump cant keep up at those higher rpm's. Have someone squeeze the primer bulb when the problem occurs. If this solves the issue, rebuild/replace the fuel pump.

Thanks for the ideas guys.
he says its not overheating,the head is still only warm to the touch when it happens,he is going to check the compression hot and try some starting fluid when it occurs also. He says he has been unable to duplicate it with the muffs on,needs to be in the water with a load on the engine,which sucks for obvious reasons.
He is going to run if for a good while and see if the compression drops though.
