I really don't know... there are other guys here that probably know much better than me. But I think that on a lake, on a calm day, yes, it would be ok to move the boat. Not sure about the 2mph thing ....but remember, your boat presents a pretty big cross-sectional resistance to the wind, and I'd be concerned that with a breeze blowing it might not be big enough to counter the wind or a current.
