The registration is for anyone that wants to fish in Federal waters off NJ. It does cover inland waters too, but not sure of all the particulars. Living in Staten Island and fishing in the Raritan Bay or off Sandy Hook, the registration is required by me in NJ and NY. Both are free.

In NJ a fishing license is for fresh water. The Saltwater Registration was a way around having to pay the $25 fee to the federal gov. Christie established a free registery by law because the feds said that any state that already had a saltwater license didn't have to pay the Federal one... so by making this free registery Christie got around having NJ anglers pay that extra $25 BS to the Feds.
