We don't have a problem catching 18" fish, it's the 20 1/2 inch ones that are tough. We would have limited out on Sunday if the regs for NY were 18. This time last year I had seven NY keepers at 21, now only two @ 20 1/2.
Nothing else to do just KEEP ON FISHING!!!

lower the bag to 6 fish? they just raised our bag to 3 fish. of course, at 20 1/2 inches, 3 fish is over 10 pounds.
hell, i remember the 14 inch size limit in new york. back then you couldnt catch a fish under 5 pounds. now a 5 pounder is almost a short.

We get a 10 bag limit per person and 12" minimum. One of the few fish that aren't targeted by the enviros. Probably just around the corner, though.
