You are absolute correct it click and squirt fuel directly in to the carbs directly behind it.
If no click you simpley need to test the purple wire going to it for 12v when you push to start if voltage is present then is a bad primer solenoid check the ground wire also for proper ground (black)

The primer solenoid did the trick. I pat myself on the back for a fine job troubleshooting. haha
