I chipped the rust off and the metal seems to be intact. I put some heavy coats of paint on it to stop further rust.

Did you use anything to kill the rust first? If not the rust will just continue under the new paint. You need to use OSPHO or EXTENDZ on it to kill the rust first, then paint it.
