I've seen guys at the boat yard blast the bottom paint off without a tent, they use a suction device mounted right on the nozzle of the blaster, the suction surrounds the outgoing media and sucks it right back in the hopper after it bounce off the hull, with the blasted bottom paint, it still makes a bit of a cloud, but nothing like it would with out any suction

Bottom paint comes off by design while running a boat what would be any difference if you where blasting it off. I thought they took all the harmful stuff out of the paint.

Nope, the harmful stuff is still in there. Some is not as bad as the older stuff, but there is still toxic stuff in bottom paint.
