Air....do you really think 5200 would be strong enough to hold it there if he is not using either screws or bolts (he does not want to drill).
I would think some sort of waterproof epoxy

5200 might hold it, but I wouldn't trust it.
I don't know what would hold it. I would just drill holes in the transom and slop em up them really good with 5200 - water will never get in. Also, filling the holes is an easy fix if you ever feel the need. Just do the old golf-tee-coated-in-expoxy-and-cut-the-top-part-off-flush trick. It will be an easy job than patching holes in aluminum or getting off whatever adhesive you might try to use. Blue's .02

If you've got expoxy laying around, sure, use it. Once you put that platic bracket on with 5200, you will never get it off without destroying the bracket, ever

What will you do when you need to replace the bracket due to bad gaffshot at the tranny?

Hey, if it were mine, I'd drill the holes and mount it that way.
If you don't want to drill, I'd use 5200. It won;t come off, but is somewhat more removable than epoxy.

Wouldn't one of those in-line, self priming, able to run dry, that has a head pickup of 6' pumps be easier to contend with?
Just mount it near the backsplash and pvc or hose connect to the water level.
