I ran my V with a 175 HP full to the gunnels with water went just fine, But I don't suggest trying it LOL
If you are staying near shore and not in need for speed just about anything will work, but I would try for at least a 100 hp if you can. Good Luck!

I know you are asking about a 40 hp but I thought I would chime in and say a 1984 90hp merc inline 6 will push mine upto 29mph with me (300 pounds) and a full tank of fuel.
