Scroll all the way to the bottom and change Message Editor Interface type to "Enhanced Interface - Full WYSIWYG Editing."

The next time you respond to a thread or start a new thread, you should see the smiles table to the right of the message composition box. :D

When you hit a quick reply,

you have to hit Go Advanced after you hit reply.

or just hit the quote button and then the reply box with the smileys will come up.
