All my rod holders are sealed on the bottom. (You can buy rubber pipe ends of the proper size from Home Depot in their plumbing dept. Slide the end on, keep
it in place with a hose clamp). If they fill up I just empty them with a turkey baster. It whole idea is to keep ALL of the water out of the bilge area. Dry = dry foam = lots less weight and eventual rot of stringers. Do the same with all your hatches and rod holders... seal any cracks or holes, replace any hatch gaskets, etc. And when you get home, after the boat is clean, make sure to open your hatches and let the bilge area dry out.
