Not a 21' but I had a 225 Rude and now have a 200 Rude Ocean Pro. When at rest and two people fishing off the back about 4" of water stands in the splash well. The water gets to be just enough to wet the deck with two people fishing off the back. In short the boat handles it just fine.
Top speed, well...lets just say I'm propped more for pulling rather than hauling arse. ETA: water does not come over the top of the transom when I come to a slow stop but will if I stop quickly.
