Gunnel mount rod holders

is this normal on the v. The new angled gunnel mount rod holders i have hit the tops of the rod boxes just below them,then i looked at the old ones and noticed that they were very short, this must be why my rod boxes are cracked just below them, The rod butts must be hitting them. so is this just the 89 or other years. i need to do something about this before i repair the boxes
