Default Put new water pump in and nothing

I just did my water pump and when I started it: only a trickle of water through the tell-tail hose and only when i reved the engine. When i went back to idle the trickle went down to nothing and i quickly shut the motor off. This time since i'm on cider blocks too far from a gardern hose, i had to use a 35 gallon plastic bin. I could only get the two intake slits under water. I was wondering if this could be the problem: Since a hose has water pressure, it gets up into the engine. Does more of the lower unit have to be submerged in order to allow the impeller to suck up water (maybe air getting into impeller)? Anybody have any clue as to what is going on here before I rip it apart again?
