some of the engineered flooring is suitable for below grade applications or directly over concrete. There is a vapor barrier,of sorts, that is sold w/ the flooring, I forget if there is a specific name for it , but that goes down first. If your floor gets "damper" than avg. I don't think I would risk it....you'll have to lay a plywood subfloor down, vent it properly, and install over that. Different field conditions call for different installations. If you're on a budget, a simple plywood subfloor and carpet would be the way to go....easy to rip it out if no longer needed or for the next remodel ;)
