Alright, here's my educated guess on the fuel restriction. From reading your post, the restriction was between the tank and filter which means basically it is in the tank. right?

There is probably a "sock" on the end of the pickup in the tank. Take it off since you have another filter inline. If you pop the inspection plate at the rear of the tank, you'll see the elbow where the pickup is. The whole thing will unscrew with the pickup tube and sock attatched.
