'79 was only 2nd yr Wellcraft utilized a self-draining floor deck and if I recall, the scuppers were through the transom...later migrated to the sides just ahead of the transom where my '84's are.

Underwater or not will depend largely on where THEY put them and how much weight you put in the stern...batteries, 4-stroke motor, bait tanks, etc...you probably wanna do it now, but you also might want to consider getting her in the water, where realistically the water line is once weighted before you decide on which scuppers and whether you wanna keep 'em where Wellcraft put them...
I may mount the engine, and float'er to check for an accurate level. Then drill the new scupper tubes out.

The deck is connected to the splash well with this "mini golf" esque scupper drain system. I will deff try to replace the hoses, it seems like a bad hose plus a bad following sea could = disaster if your bilge pumps crap out.
