BUT, if i open the red lever on the primer solenoid, it will start after a few tries. Then I can close the lever and it will run fine. This is a "push to choke" set up, but when i push the key in i get no click (I think i'm supposed to hear a click to let me know that solenoid is activating).
I assume pushing in the key activates the primer and delivers fuel, but since it's not working electronically, when I open the lever it allows fuel to flow through acting as a "manual" primer. Does any of this seem close to right?

You are absolute correct it click and squirt fuel directly in to the carbs directly behind it.
If no click you simpley need to test the purple wire going to it for 12v when you push to start if voltage is present then is a bad primer solenoid check the ground wire also for proper ground (black)
